		<title>KAZAKISTAN: Nuovo attentato alla libertà di espressione</title>

Sono stati accusati di aver portato pregiudizio morale ad un’impresa impegnata in progetti petrolifici.</span></h1>
<p>In un articolo del 6 agosto 2009, <strong>Lukpan Akmedyarov</strong> aveva pubblicato un articolo intitolato “le offerte d’appalto nascoste”. Aveva scritto che la compagnia Tengizneftestoi aveva, molto prima che le direttive d’asta fossero state pubblicate, cominciato a mettere insieme strumenti e manodopera, sicura di vincere. Il giornalista aveva criticato la procedura.</p>
<p>Durante il processo, la compagnia petrolifera aveva riconosciuto di aver agito in questo modo, ma di considerare l’articolo pubblicato come un attentato alla propria reputazione. Reporters sans frontiéres  si interroga sul verdetto. Perché il giornale è stato condannato, se i fatti riportati sono esatti? In nessun caso si tratta di diffamazione, ma piuttosto di informazione.</p>
<p>Reporters sans frontiéres  si preoccupa inoltre della multa. Anche se è stata notevolmente ridotta rispetto alla richiesta iniziale, ammonta comunque a 136 000 dollari. Il tribunale richiede una tale somma, ben consapevole delle conseguenze: il fallimento quasi certo del giornale. Reporters sans frontiéres  considera una tale multa come espressione della volontà di ridurre al silenzio completo il giornale incriminato.</p>
<p>Nel frattempo ad Almaty, nel sud del paese, la Corte amministrativa ha condannato  <strong>Guljian Egalieva</strong>, redattrice capo del giornale <em>Svoboda Slova</em> (libertà di espressione), per aver portato fiori, il 17 aprile scorso, sul monumento dell’indipendenza,sulla piazza principale della città. Dopo il congresso del partito d’opposizione Azat, i partecipanti si sono recati sulla piazza, anche se le autorità avevano proibito la manifestazione. La Ergalieva aveva approfittato dell’occasione per ricordare l’importanza della libertà di espressione e di riunione. Il tribunale amministrativo, l’ha considerata responsabile di quanto accaduto. La multa ammonta a 250 dollari, somma che Reporters sans frontiéres  ritiene del tutto sproporzionata.</p>
<p>Il 23 aprile due giornalisti, militanti del movimento “Per un Internet libero”, hanno dovuto rispondere dei loro atti davanti alla giustizia. Per aver partecipato ad una flash-mob contro il gruppo Kazakhtelecom, che blocca parecchi siti Internet senza averne diritto, <strong>Irina Mednikova</strong> ha ricevuto un avvertimento, mentre <strong>Zanna Baitelovoy</strong>, giudicata responsabile della manifestazione, è stata condannata ad una multa, in base all’articolo 373 del codice amministrativo.</p>
<p>Reporters sans frontiéres  fa appello alla giustizia kazaka affinché annulli queste condanne. Come paese dell’OCSE, il Kazakistan dovrebbe sforzarsi di mettere la propria legislazione e le proprie pratiche in conformità agli standard internazionali.</p>

Secondo la redazione del quotidiano indipendente, il fatto che gli aggressori non gli abbiano distrutto ne rubato il materiale (registratore, telefono, macchina fotografica) e gli abbiano lasciato tutto il denaro, prova che non si tratta di un atto gratuito, ma piuttosto di un attacco preciso rivolto proprio contro il giornalista.</p>
<p>Recentemente Lara aveva scritto dello sciopero dei petrolieri  di Janaozen (circa 10 000 operai stanno scioperando da 19 giorni) e dei problemi legati allo sfruttamento nazionale ed internazionale degli idrocarburi, cosa che non è per niente gradita  alle autorità. Il giornalista ha precisato che prima di essere aggredito infatti gli è stato detto che gli si portava un buongiorno da Janaozen. Il giornalista ha riportato diverse contusioni alla testa, la frattura del naso e della mascella.</p>

Ma ha causato dei gravi ripercussioni sia sul piano economico per le testate pignorate, sia sul piano del terrore che si è esteso ormai a tutti i media. Le perdite dei giornali pignorati dovranno essere ricompensate. E bisogna mantenere alta la vigilanza nei confronti delle manovre del potere autocratico del presidente Nazarbayev, che sicuramente intraprenderà attacchi più mirati”, ha dichiarato l’organizzazione.</p>
<p>Il 9 febbraio, il tribunale di Medeu ha rivisto la propria ingiunzione, pronunciata otto giorni prima, che impediva a tutti i media di pubblicare informazioni suscettibili di “attentare all’onore e alla reputazione” dell’influente genero del presidente della repubblica, l’uomo d’affari Timour Koulibaev. Questa prima sentenza era avvenuta in seguito alla denuncia dell’uomo d’affari contro quattro testate indipendenti, <em>Respublika, Moya Respublika, Vzhlyad</em> e <em>Kursiv</em> dopo che avevano pubblicato una lettera aperta dell’oppositore in esilio Muhtar Ablyazov, in cui accusava Koulibaev di corruzione. Il tribunale aveva inoltre ordinato il pignoramento immediato dei quattro giornali. Per Reporters sans frontières, “i giornali sotto accusa non avevano fatto altro che il loro dovere, scrivendo, senza commenti, delle gravi accuse che gravavano su di un personaggio pubblico di primo piano.</p>
<p>La lettera aperta di Muhtar Ablyazov accusava Timour Koulibaev di appropriazione di fondi durante cessione di parti di una compagnia pubblica kazaka alla Compagnia petrolifera nazionale cinese. L’istruttoria non è ancora completata e il procuratore generale afferma, al momento, di non aver ancora ricevuto i documenti inviati da Ablyazov.</p>
<p>L’ingiunzione del 1 febbraio è servita come pretesto per le autorità per lanciare una vasta campagna di repressione e d’intimidazione nei confronti in primo luogo delle quattro testate soprammenzionate, ma anche verso tutta la stampa, le tipografie e i canali di diffusione dei giornali.  Nel momento in cui dei giornali hanno fatto il punto della situazione delle accuse verso Koulibaev, le testate indipendenti e dell’opposizione sono state sistematicamente prese di mira. In modo febbrile le autorità hanno messo in atto un impressionante apparato repressivo, non soltanto nelle città principali di Almaty e Astana, ma anche a Chymkent e nella regione di Aktobe, Karaganda, Oust-Kamenogorsk e altre ancora. I giornali che si erano limitati a far cenno alle accuse verso Koulibaev sono state pignorate quando ancora in tipografia o ritirate pressi i punti vendita.</p>
<p>Il 5 febbraio, nella regione di Aktobe, almeno venti giornali e un chiosco si sono visti presentare un’ingiunzione del tribunale locale, che si riferiva alla sentenza di Medeu e li avvertiva delle conseguenze potenziali di una pubblicazione in merito al caso Koulibaev. Cinque magistrati e un distaccamento di poliziotti si sono recati a presentare tale avvertimento alla redazione di <em>Diapazon</em>, giornale critico verso il potere e altri procedimenti giudiziari in corso.</p>
<p>Lo stesso giorno che la redazione del giornale economico <em>Kursiv</em> aveva ricevuto copia della sentenza del 1 febbraio, il redattore capo è stato improvvisamente licenziato. La redazione si è rifiutata di rilasciare commenti, ma degli osservatori locali rilevano che Kursiv, che peraltro aveva preso le distanze dal movimento di protesta, è diffuso su tutte le compagnie aeree kazake ed è dunque oggetto di particolare attenzione da parte degli ufficiali.</p>
<p>L’8 febbraio la direttrice della tipografia “Vremya-Print”, che pubblica il giornale Svoboda Slova (libertà d’espressione), è stata convocata dal tribunale amministrativo di Almaty per rispondere di un articolo del giornale che su una grande foto di Koulibaev portava il seguente titolo: “Il secondo presidente del Kazachistan?” Lo stesso giornale era poi stato pignorato. Minacciata di cinque giorni di prigione in base all’articolo 522, § 2 del codice di infrazioni amministrative, <strong>Elena</strong> <strong>Burmistrova</strong> alla fine ha potuto tirare un sospiri di sollievo, ma i giornalisti locali testimoniano la grande pressione avvertita dalle altre tipografie e redazioni. “Tutti sono nel più grande sconcerto. In pratica è la censura che la fa da padrona”, ha commentato per Reporters sans frontières <strong>Rozlana Taukina</strong>, presidente dell’ONG “Giornalisti in pericolo”.</p>
<p>La prima sentenza del tribunale di Medeu aveva suscitato un coro di proteste sia all’interno del paese sia all’estero. Le organizzazioni per la difesa della libertà di stampa, ma anche l’Unione dei giornalisti del Kazachistan, insieme ai partiti politici dell’opposizione Alga e Azat avevano condannato questo caso di censura evidente.  Il rappresentante dell’OCSE per la libertà dei media, Miklos Haraszti ha condannato “la pessima abitudine di condannare l’ambasciatore di cattive notizie”, facendo un confronto tra la situazione kazaka e i recenti processi per diffamazione delle cinque principali testate del Tagikistan.</p>
<p>All’appello di otto giornali e delle ONG Adil-Soz e Journalistes en danger, un centinaio di persone, con cartelloni arrecanti “NO alla censura” si sono riuniti il 9 febbraio davanti al tribunale di Medeu prima che fosse pronunciata la sentenza d’appello. La domanda di revisione era stata presentata da Respublika e Vzhlyad, e sostenuta da altre sei testate.</p>
<p>“L’annullamento di questa sentenza stupisce persino noi”, ha commentato Rozlana Taukina all’uscita del tribunale, “ma questo caso era divenuto veramente importante e cominciava a disturbare le autorità. I media erano uniti e determinati, le redazioni minacciavano di intraprendere uno sciopero della fame e di andare a protestare a Vienna, davanti all’OCSE. Un caso di censura così eclatante in un paese a capo dell’OCSE, era troppo provocatorio.</p>
<p>Dopo aver picchiato duro contro i media indipendenti per tutto il mese scorso, sembra dunque che le autorità abbiano intrapreso un gioco più sottile. Esse fanno il bello e il cattivo tempo, mantenendo alta la tensione per intimidire le redazioni, ma giocando sulla discrezione. Continuano gli attacchi separatamente, come per esempio contro Respublika, la televisione via cavo K+, o il giornale Diapazon negli Urali. Ma il potere sembra ormai ritenere preferibile agire in ordine sparso, piuttosto che affrontare il fronte unito dei media.</p>

Proprio mentre il Kazachistan assume la presidenza dell’Organizzazione per la Sicurezza e la Cooperazione in Europa (OSCE), per l’anno 2010, le autorità kazache sembrano prestare ben poca attenzione alla libertà di espressione che hanno smesso di garantire. Facciamo appello agli altri paesi membri dell’OSCE e ai suoi rappresentanti della libertà dei media, per ricordare con urgenza ad Astana gli impegni sottoscritti”, ha dichiarato Reporters sans frontières.</p>
<p>L’11 gennaio 2010 si è aperto il processo per “organizzazione di una manifestazione illegale” di  tre difensori dei diritti dell’uomo. Giunti 2 ore prima della loro convocazione al tribunale amministrativo speciale di Almaty, si sono visti assegnare le accuse di “violazione della legislazione per l’organizzazione e lo svolgimento degli assembramenti, meetings, cortei, picchetti e manifestazioni pacifiche” in base all’art. 373 del codice dei reati amministrativi. La prossima udienza è stata fissata per  il 26 gennaio.</p>
<p>Il 6 gennaio ad Almaty, Rausham Eserguepova, direttrice aggiunta del settimanale <em>Alma-Ata Info</em> e moglie del giornalista incarcerato <strong>Ramazan Eserguepov</strong> (<a href="http://www.rsf.org/Verdict-d-un-tribunal-kazakh-3-ans.html"><strong>Ramazan Eserguepov</strong></a>,  ), Rozlana Taukina, responsabile dell’ONG “Giornalisti in pericolo” e Vladimir Kozlov, presidente del partito non registrato “Alga !”, avevano organizzato una “flash-mob” (mobilitazione lampo) in sostegno ai giornalisti in prigione a causa delle loro attività professionali. Una trentina di persone si sono riunite per lanciare dei palloncini colorati con su scritti i nomi di <strong>Ramazan Eserguepov</strong> (redattore capo di <em>Alma-Ata Info</em>), <strong>Alpamys Bekturganov </strong>(scrittore), <strong>Tohniyaz Kutchukov</strong> (corrispondente del giornale <em>Vrernya</em>) e <strong>Tokbergen Abiev</strong> (redattore capo del giornale <em>Zakon i Pravosudie</em>). La manifestazione non ha provocato alcun incidente. La polizia non è intervenuta, ma ha filmato tutta la scena.</p>
<p>“La flash-mob è una forma di manifestazione sconosciuta dalla legislazione in vigore, che non può essere compresa nei meetings, cortei o picchetti”, ha considerato  Rozlana Taukina. L’articolo 373 del codice per i reati amministrativi è spesso invocato ai fini intimidatori contro gli attivisti e i difensori dei diritti dell’uomo. I contravventori rischiano multe pesanti e se sono recidivi, vengono posti agli arresti per 15 giorni.</p>
<p>La mobilizzazione del 6 gennaio voleva ricordare il primo anniversario dell’arresto di Ramazan Eserguepov. Al termine di un processo intriso di irregolarità il giornalista è stato condannato nell’agosto 2009 a tre anni di prigione e a due anni di interdizione dal pubblicare per aver  “raccolto e divulgato segreti di Stato”. L’articolo incriminato riguardava un giro di abusi riguardanti responsabili locali del KNB (ex KGB) e un importante uomo d’affari.</p>

The sentence was confirmed at a secret hearing on 22 October which, like his original trial, was marked by irregularities.</p>
<p>Except for the first 15 minutes, the appeal hearing was conducted behind closed doors and in Esergepov’s absence. Although Esergepov had disowned his defence attorney, the lawyer nonetheless spoke at the hearing as if he was still empowered to represent him.</p>
<p>“This appeal ruling shows that the Kazakh authorities are bent on silencing all their media critics,” Reporters Without Borders said. “Kazakhstan will take over the rotating presidency of the Organisation for Security and Cooperation in Europe in just two months, yet it is clearly still more dangerous to expose bribery and corruption in this country than to engage in it.”</p>
<p>The press freedom organisation added: “The OSCE and France should condemn this court ruling just as they condemned the jailing of human rights activist <a href="http://www.rferl.org/content/Kazakh_Activists_Criticize_Zhovtis_Verdict/1857427.html">Yevgeny Zhovtis</a>, and should draw all the appropriate conclusions from it.”</p>
<p>The editor of the weekly <em>Alma Ata Info</em>, Esergepov was arrested in January after publishing <a href="http://almatainfo.narod.ru/2008/31/index31.htm">an article</a> about alleged influence-trafficking involving a Taraz-based businessman and local representatives of the National Security Committee (KNB), the KGB’s successor.</p>
<p>He was convicted on 8 August of gathering and divulging classified documents under articles 172 and 339 of the criminal code.</p>
<hr size="3" /><strong>02.09.2009 &#8211; Civil society presses for jailed editor’s release</strong></p>
<p>Around 300 people took part in a nationwide protest in defence of <em>Alma Ata Info</em> editor <strong>Ramazan Esergepov</strong> on 25 August, handing in letters to the office of the National Security Committee (KNB) in each regional capital calling on the KNB to stop violating his rights. Esergepov was sentenced to three years in prison and a two-year publishing ban on 8 August as a result of a prosecution brought by the KNB.</p>
<p>The day of action was organised by the Ramazan Esergepov Support Committee, which has been formed by journalists and human rights activists. The authorities have not so far responded.</p>
<p>A statement condemning the “unwarranted toughening of judicial procedures against journalists” has meanwhile been issued by a total of 31 journalists and NGO representatives, including leaders of the Kazakhstan Union of Journalists. Published as an op-ed piece, it urges the courts and parliament to put a stop to judicial harassment of the press and to define media offences more narrowly.</p>
<p>Esergepov was arrested in January over an article headlined “Who really runs our country, the President or the KNB?” which raised questions about the links between KNB officials and a powerful businessman.</p>
<p>Esergepov’s appeal against his conviction has still not been heard and, contrary to previous information, no date has so far been set for the hearing.</p>
<hr size="3" /><strong>10.08.2009 &#8211; Supreme court loses no time in upholding ban on newspaper</strong></p>
<p>Reporters Without Borders deplores the Kazakh supreme court’s decision on 11 August to uphold the two-year ban that a court in the southern city of Taraz imposed on the weekly <em>Alma Ata Info</em>on 8 August at the same time as it sentenced its editor, <strong>Ramazan Esergepov</strong>, to three years in prison. The press freedom organisation had called on 9 August for the ban and Esergepov’s conviction to be overturned.</p>
<p>“This disgraceful sentence should have been quashed because of all the irregularities during the trial,” Reporters Without Borders said today. “Esergepov was not convicted for divulging stage secrets but for criticising leading figures who illegally abuse their authority. The entire trial was rigged and the aim of the sentence was to silence the press in a country in the grip of corruption.”</p>
<p>Recalling that the Kazakh government promised to embark on deep-seated democratic reforms for when it takes over the rotating presidency of the Organisation for Security and Cooperation in Europe next January, Reporters Without Borders points out that freedom of expression is one of the pillars of democracy.</p>
<p>“The government could have begun to implement these promises by quashing Esergepov’s conviction,” Reporters Without Borders said. “We urge the international community and the OSCE in particular to step up pressure on the government to free Esergepov and lift the ban on his newspaper.”</p>
<p>The French foreign ministry has urged the Kazakh government to respects the commitments it made as an OSCE member.</p>
<p>Esergepov’s appeal against his three-year sentence is being heard by the supreme court of the southern province of Jambyl, which is expected to issued its ruling on 18 August. Esergepov was convicted on charges of gathering and divulging classified documents.</p>
<hr size="3" /><strong>10.08.2009 &#8211; Three years in jail for newspaper editor who exposed security agency’s links with businessman</strong></p>
<p>Reporters Without Borders is “appalled” by the three-year jail sentence which a court in the southern city of Taraz passed on <strong>Ramazan Esergepov</strong>, the owner and editor of the weekly <em>Alma Ata Info</em>, on 8 August on charges of gathering and divulging classified documents under articles 172 and 339 of the Kazakh criminal code.</p>
<p>The trial, which ended with Esergepov also being banned from publishing a newspaper for two years, had been held behind closed doors since it began on 23 April on the grounds that state secrets were involved. He was arrested last January after publishing a letter revealing the links between a businessman and the National Security Committee (KNB).</p>
<p>“This outrageous sentence ends a prosecution that was marred by irregularities from the outset,” Reporters Without Borders said, urging the court that hears Esergepov’s appeal to overturn his conviction on the grounds that it violates free expression and democracy.</p>
<p>“Esergepov was just doing his professional and civic duty by exposing the complicity between businessmen and the KNB,” Reporters Without Borders said. “It is the KNB’s representatives who should have been on trial, not the journalist.”</p>
<p>Among the many serious irregularities was Esergepov’s detention from the time of his arrest on 6 January until now and the authorities’ refusal to let him see this family during these past seven months or receive appropriate medical attention his cardio-vascular problems.</p>
<p>All this violated article 9 of the International Covenant on Civil and Political Rights, which Kazakhstan ratified in 2006. Article 9, which concerns the rights of people being prosecuted, condemns arbitrary detention. Esergepov also had to defend himself during the trial, although the Kazakh constitution gives everyone the right to be defended by the lawyer of their choice.</p>
<p>The court also refused to hear key defence witnesses such as Rozlana Taukina, the head of Journalist in Danger, and Sergey Utkin, a legal expert who had examined the documents gathered and published by Esergepov and had concluded that they were not classified because they had not been included in any register of classified documents as required by Kazakh law.</p>
<p>Although it was the KNB that lodged a complaint against Esergepov with the Taraz court, the court allowed the KNB to act as expert witness in the case. The KNB was also represented by the lawyer of its choice, a right that Esergepov was denied.</p>
<p>Esergepov was arrested by KNB members while hospitalised in Almaty on 6 January. His arrest was prompted by a report he had published in his newspaper on 21 November 2008 under the headline “Who really runs our country, the president or the KNB?” It included a letter exposing the ties between businessman Sultan Makhmadov and KNB officials.</p>
<p>Esergepov, who always denied the charges, is planning to appeal.</p>
<p>Kazakhstan is scheduled to take over the rotating presidency of the Organisation for Security and Cooperation in Europe next year. It was ranked 125th out of 173 countries in last year’s Reporters Without Borders press freedom index.</p>

<p>Printers in the capital Almaty all refused to print the new title because of the seizure of copies of <em>Respublika</em> last Friday. “Kometa S”, the only one that agreed to do it, immediately found itself subjected to escalating harassment.</p>
<p>Financial police from the department responsible for financial crime and corruption (DBEKP) turned up at the premises of “Kometa S” on 18 September and without producing any documents or specifying the reasons for the investigation, proceeded to take away computers containing its financial records. This was followed early evening by an unannounced visit from tax inspectors who began a full tax investigation and put the premises under seal.</p>
<p>Then the financial police and the KNB (formerly KGB) arrived at the printer’s premises yesterday evening while the weekly <em>Moya Respublika</em> was being printed, seized copies that had been printed and threatened to do the same with copies of the opposition party, &#8220;Alga&#8221;, publication. Journalists and the printing house’s lawyer were denied access to the building. Several witnesses said they saw incidents of assault and the arrest of three typographers.</p>
<p>Despite this, staff from <em>Moya Respublika</em> managed to distribute copies of the newspaper today that were produced on a copying machine. The management said in a press release that they were determined to continue publishing “whether in another format, by photo-copier, or on a paper-clip”</p>
<hr size="3" /><strong>18.09.2009 &#8211; Daily singled out in new attack on independent press</strong></p>
<p>The entire print run of Kazakhstan’s leading opposition daily, <em>Respublika</em>, was seized today in Almaty while a court froze the bank accounts of its owner and editor in execution of a 9 September court ruling ordering the newspaper to pay 60 million tenge (275,500 euros) in libel damages to the state-controlled bank BTA.</p>
<p>“We are deeply shocked by this new attack on the Kazakh press and we join the staff of<em>Respublika</em> and local NGOs in condemning this political decision,” Reporters Without Borders said.</p>
<p>“This is an attempt to bring one of the country’s leading independent newspapers to its knees, one that did not hold back from criticising the government,&#8221; the press freedom organisation added. “That is all the more obvious as the court ruling had not yet taken effect. The newspaper has until 24 September to appeal.”</p>
<p>The libel suit was prompted by a 6 March <a href="http://www.respublika-kaz.biz/news/gossip/1127/">article</a> about the financial difficulties of BTA, in which the government had acquired a 75 per cent stake the previous month. The suit named the newspaper, its editor and the head of its editorial board and claimed that the article had damaged its “professional reputation” and caused material losses. <em>Respublika</em> has been forced to close several times in the past and each time it has reappeared under a new name. Shortly after today’s issue was confiscated at the printers in the early hours of the morning, it was reprinted under a new name: <em>Moya Respublika – fakty, sobytia, lyudi</em>.</p>
<p>Reporters Without Borders added: “In times of financial crisis, the unrestricted publication of economic information is more important than ever. Kazakhstan has sent its partners a very bad signal just three and a half months before its takes over at the head of the Organisation for Security and Cooperation in Europe.”</p>

<p>The new law will also enable the authorities to block websites that cover elections, strikes, demonstrations and ethnic issues.</p>
<p>“This decision, which gives the government a legal mechanism to punish its opponents, bodes ill for Kazakhstan’s presidency of the Organisation for Security and Cooperation in Europe in 2010,” Reporters Without Borders said. “We call for the revision of this law, which violates the constitution and could lead to bloggers being jailed and online media being closed.”</p>
<p>The press freedom organisation added: “The authorities have a right to adopt Internet legislation but it is regrettable that new technologies should be subjected to repressive laws.”</p>
<p>Passed by the Kazakh parliament on 25 June, the law drastically curbs online freedom by, for example, making it possible to bring criminal prosecutions against bloggers over what they write. Article 20 of the Kazakh constitution nonetheless says: “Press freedom is guaranteed. Censorship is forbidden (…) Everyone has the right to freely receive and send information in accordance with the law.”</p>
<p>Around 14 per cent of Kazakhstan’s 16 million inhabitants have Internet access and Prime Minister Karim Asimov urged ministers last January to start keeping blogs in order to “get close to the people.” The Russian-language blog platform LiveJournal, the most popular one in the region, has nonetheless been inaccessible in Kazakhstan and Kyrgyzstan (which uses the Kazakh network) since 10 October 2008.</p>
<p>Press offences are still punishable by imprisonment in Kazakhstan and publications that criticise the government are often prosecuted on insult or defamation charges and are given heavy fines that force them to close. This is what happened to the weekly Tasjargan in March 2009 as a result of a lawsuit brought by a parliamentarian. Its editor found himself without a job after it was fined 160,000 euros.</p>

<p>“There was a need for a law to regulate online media but this bill endangers freedom of expression,” both prganizations said. “It will just enable the authorities to punish those who express too much opposition to the government. This bodes ill for Kazakhstan’s presidency of the Organisation for Security and Cooperation in Europe in 2010.”</p>
